Most heavy duty diesel vehicles that operate on California public roads are now required to obtain a Clean Truck Check from CARB-credentialed HD I/M testers. Get compliant, stay compliant, and avoid DMV registration holds and fines of $1,000+ per day, per vehicle.
The Clean Truck Check program, initiated by the California Air Resources Board (CARB), requires periodic emissions testing for heavy-duty vehicles over 14,000 pounds to ensure their emissions control systems are functioning properly. This program aims to reduce air pollution from these vehicles operating on California roads.
The program applies to most heavy-duty diesel and alternative fuel vehicles over 14,000 pounds, regardless of whether they are registered in California or out of state. Exemptions exist for certain categories, such as zero-emission vehicles and some new vehicles with low NOx emissions.
The first major deadline is July 1, 2024, when vehicle owners must register their vehicles in the Clean Truck Check database. Emissions compliance testing starts on October 1, 2024 (Note: As of August 2024, the California Department of Motor Vehicles has started placing registration holds on vehicles that have not passed a Clean Truck Check inspection). In the first year, vehicles require one test. By the third year, vehicles are required to undergo four tests annually, ensuring continuous monitoring of emissions compliance.
Compliance is enforced through annual reporting and testing requirements. Vehicles must be tested by a CARB-credentialed tester, and any vehicle that fails to meet the standards must be repaired to pass subsequent tests. Failure to comply can result in fines and restrictions on vehicle operation in California.
Vehicle owners must pay a $30 annual compliance fee per vehicle as part of the program. The compliance fee must be paid through the Clean Truck Check Vehicle Inspection System (CTC-VIS) portal. CARB provides resources such as guidelines, lists of certified testers, and technical assistance to help vehicle owners understand and comply with the program requirements. For more details, visit the CARB Clean Truck Check page at https://ww2.arb.ca.gov/overview-fact-sheet-clean-truck-check.
